Austria urges Brussels to explore bringing Anthropic to the European Union

European sovereignty will depend less on attracting foreign companies than on creating a genuine market for its own players through public procurement, adoption by major corporations, access to computing capacity, financing and industrialisation.
The idea is bold and unlikely to succeed, but it reveals a profound shift in how European policymakers now view artificial intelligence.
Austria’s State Secretary for Digitalisation, Alexander Pröll, has asked the European Commission to explore the possibility of establishing a strategic Anthropic presence within the European Union. In a letter to Commissioner Henna Virkkunen, he argues that Europe cannot ignore the consequences of the restrictions Washington is imposing on the most advanced AI models. According to Pröll, Anthropic, whose safety- and ethics-focused approach he praises, would find a legal and political environment within the Union that is more conducive to its development.
Although the proposal has little chance of materialising, it marks a change in the European debate, which until now has focused more heavily on regulating artificial intelligence than on securing access to frontier technologies.
AI models are becoming strategic assets
This position comes amid another significant development. OpenAI recently indicated that initial access to the preview version of GPT-5.6 Sol would be restricted to a limited circle of American partners at the request of the US government. A few days earlier, following discussions with US authorities, Anthropic had been led to withdraw the most advanced version of its new model from public access because of capabilities considered particularly sensitive in cybersecurity.
Washington is beginning to control access to the capabilities developed by AI companies, viewing them increasingly as matters of national security.
The latest models can identify software vulnerabilities, automate complex development tasks, assist biological research and perform multistep reasoning with growing autonomy. These capabilities improve corporate productivity, but they can also be repurposed for offensive use.
Europe’s concerns are changing in nature
This is precisely the shift reflected in Austria’s initiative. Until now, debates over European digital sovereignty have concentrated on infrastructure: cloud computing, semiconductors, networks and data. Artificial intelligence models were treated as services available on a global market. That assumption is becoming increasingly fragile.
If American laboratories reserve certain versions of their models for US companies or a limited group of partners, European businesses could gradually lose timely access to the most advanced capabilities. The risk does not concern AI startups alone. It also affects software vendors, industrial groups, banks, pharmaceutical laboratories and cybersecurity companies that are now building part of their products on these models.
The semiconductor precedent is instructive. Within just a few years, GPUs have become an instrument of foreign policy. AI models could follow the same trajectory, requiring Europe to reconsider its dependence on American technology providers.
Attracting Anthropic would not solve the problem
Even if Anthropic decided tomorrow to open a major research centre in Europe, most strategic decisions would probably continue to be made in the United States. Decisions concerning the most sensitive models would remain influenced by the American regulatory framework, national security priorities and the company’s relationship with Washington.
A European presence would create jobs, attract researchers and strengthen the local ecosystem. It would not, however, guarantee European technological sovereignty.
The recent history of the semiconductor industry illustrates this reality. Building a factory in Europe does not mean controlling its intellectual property, technology roadmap or export decisions.
Artificial intelligence models are gradually following the same logic.
What if Anthropic is not the real issue?
Austria’s proposal ultimately raises a more interesting question than the one it claims to answer.
Should Europe devote its political energy to persuading an American laboratory to establish operations on its territory, or should it create the conditions for its own companies to become global leaders?
The first name is, of course, Mistral AI. In less than two years, the French company has established itself as Europe’s leading frontier-model laboratory. Its challenge is no longer to demonstrate its technical capabilities, but to gain faster access to European administrations, major corporations and strategic markets.
The second is more forward-looking. AMI Labs, founded by Yann LeCun and led by Alexandre LeBrun, is not simply seeking to build another large language model. The laboratory is working on a next-generation architecture based on world models, capable of representing the physical world, planning actions and overcoming some of the limitations of current LLMs. If this approach fulfils its promise, it could open a new technological cycle beyond the generative models that currently dominate the market.
Should Europe try to attract the American champions of the current generation, or accelerate the development of those seeking to build the next?
Genuine sovereignty requires a market
The European debate would probably benefit from a change in perspective. The main obstacle facing laboratories based in Europe is not funding alone, although it remains critical. It is also access to the market.
European administrations continue to issue tenders that remain widely open to American providers. Major corporations are still hesitant to make European laboratories their strategic partners. Computing infrastructure is expanding through AI Factories and future Gigafactory projects, but deployment remains gradual.
A coherent industrial policy could act on several fronts: accelerating public procurement from European laboratories, facilitating their adoption by major corporations, guaranteeing competitively priced access to computing capacity, strengthening growth financing and supporting the industrialisation of models developed in Europe.
Sovereignty is not simply about creating laboratories. It is about providing them with a market capable of sustaining their development.
This is probably the main lesson of the Austrian initiative. Europe is beginning to understand that the next battle in artificial intelligence will concern control over the most advanced cognitive capabilities.
Against this backdrop, persuading Anthropic to cross the Atlantic would amount to little more than a symbolic victory. The real challenge is to enable companies such as Mistral AI and AMI Labs to design the technologies that will define the next generation of artificial intelligence in Europe, and then provide them with the resources to deploy those technologies at scale. Sovereignty is not measured by the number of foreign laboratories a region succeeds in attracting, but by its ability to help its own companies grow.
